Council Member Billie Wheeler was elected to a four-year term in November 2010. She was unopposed in the November 2014 election and is serving another four-year term. Originally from Ohio, she moved to Florida in the late 1970’s.

Council Member Wheeler and her husband Jim had an accounting and financial service practice in Winter Park for over 30 years before moving their practice to Daytona Beach in 1999. Since moving to The Shores in 1999. she organized a Citizens Emergency Response Team (CERT) for the community and volunteered as a Certified Victim Advocate and is presently on the Substance Abuse Task Force for Volusia and Flagler Counties.

She has served on the Golf Committee for the Oceans West Homeowners Association (HOA) and has been on the Board of Oceans Cloverleaf Condo Association for 10 years, presently serving as Vice President. She is an active member of the MOAS Guild, Daytona Beach Symphony Guild, as well as being a member of the Commandears with the Halifax River Yacht Club and has served as a Guardian with Volusia Honor Air in taking two WWII veterans to Washington, D.C.

She had served on the Parks and Recreation Board and the Planning and Zoning Board for the City prior to being elected to the Council. She has traveled to Tallahassee on Volusia Days for the past three years to show support for the need of jobs in Volusia County.

She has received certificates of completion at the Institute for Elected Municipals (IEMO) and Advanced IEMO.She has also received a Certificate of Completion for MPOAC Institute for Elected Officials.

Council Member is a member of the Volusia League of Cities (VLOC) where she serves on the Board of Directors. She is also a member of Florida League of Cities (FLOC) where she serves on the Transportation and Intergovernmental Relations Policy Committee and was recently elected to the Board of Directors.

Council Member Wheeler and her husband have a combined family of 8 children and 22 grandchildren and are members of First Baptist Church in Daytona.
